Actually they have been back in style for awhile now. In the time period you mentioned,they were actually more like stockings.(think long sock)

I love bell bottoms, I found a old pair my dad used to have and would you believe they fit like a glove. I wish I had a pic they where the black and white plaid. Kinda geeky but I loved those...
