how do people like war god get there level off the charts? how can i join game on open battalnet,whith a ha c char?

I dont understand your first question, but for the second one, "how can i join game on openbattle.net with a hardcore character"

If that's not what you ment, please correct me but you CANNOT transfer CLOSED characters to OPEN characters, and vice versa. If you go to Singleplayer and make a hardcore character, you can play that on open battle.net
