Is there plans by Blizzard to create a Diablo 3 or can anyone suggest another diablo clone worthy of that lable?

Stop Making THREADS ABOUT THIS!
nobody knows if there will be a d3 and there probably wont be. they made a star craft 2 instead atm.
they make enough money from wow so they don't have to make a d3 there rich enough.

I do not think it will cost money because I mean they made this game because the entire Korea plays StarCraft...

pretty much give up on d3 i have a connect for testing inside blizz and all they really care about is wow.
