i think it can, put in cube wit lem ko and p diamond and give it a try, not 100% sure if it will work or not though

I don't believe you can up non Rare/Unique items, assuming that's what you meant. I have a hard time understanding your gibberish.

im pretty sure youre right...on arreat summit they only mention uniques and rares at least

um, please don't try this cause I don't really want to be respondsible for a waste of an exile. But i thought you could up something if it is execptional and unique, well, if you make it a runeword then isn't it unique? Can someone make a lightplate stealth "tal eth" and cube it with a tal shael p diamond and see if its a mageplate stealth? I woud but my mac doesn't work with diablo for some odd reason.

No, Runewords are not Uniques, otherwise they wouldn't be called Runewords, but rather Unique.
