My personal opinion is,Yes you need fhr.What if a smiter gets first hit in?Or a zealer with insane ias?Fhr always helps in melee duels.
OK, in the case of a melee dueling conc barb do I need FHR or not? I got one of my guildmates saying yes and one saying no. Any thoughts? One argues that conc is uniterruptable most of the time while the other says that block time is still affected. I'm leaning towards the belief that I do need the FHR but not really sure.

Conc barb is dead meat anyway, with or without FHR%.
So Frater, any constructive input? I don't have the budget to build a competitve zealer so now what? What do you do when 3/20/20's just aren't in the budget?

There is no low-budget PvP char that can comfortably beat a high-budget one, PvP is for the rich. If you don't have the funds to get full 3/20/20s, you will have to go for lesser, imperfect charms and always be at a disadvatage. It's as a simple as that.

I didn't just say that, I said that 4 months ago.
And no, you cannot convert a character from single player / open bnet onto the ladder.
