And even though Blizzard said there are 23 new runewords, they are probably not even ACTIVATED yet, but exist, just cannot be used. The few runewords listed in the bottom section of Arreat Summit runeword page are just ladder only, but are not new. I repeat, they are NOT NEW! The ones at the bottom only work on the realms. That means no single player or open. As of now they have NO runewords posted that only work on the ladder.
