Just add and check your block % as u add. Press "C" and hover over chance to block. Max block is 75%. Just keep adding until u reach it. Thats what i do anyways. Also + dex items helps

i typically wait until im level 90 before i add any points at all
be certain on what shield you are going to use because max block with stormshield isnt max block with say a Spirit monarch

But, they're both monarchs, aren't they? Or does SS add some block rate?

First off your low level, second your gear is probably horrible.

That guide is ****ing awful. Seriously.
OP: try looking at stickies in the pally forum, or browse some older content, I've written up decent hammerdin guides more than once.
