You have too much ias! You only need 45 with that matri bow. Weapon Speed Calculator (http://diablo2.ingame.de/tips/calcs/weaponspeed.php?lang=english)
That calculator will help you out. So you'd be better off with ed/res jewels or something in the hat, and a fort. Other than that your charms and such are great. the boots and gloves are really nice too.
