What matters is the clvl, not the mode (normal/nightmare/hell). Which explains why people often saves their imbue quest to later level as their item would be able to gain more prefixes and suffixes. As far as I know, pelts or circlets are the most common item to be imbued. However, players do imbue low level items for their vLLDers and LLDers at a certain low level in order to obtain what they wanted on the item.
