are there lots of difference between 86%bp and 142%bp?

if so, i am willing to change my spider into [24fhr/str/resist] belt and sacrifice the 20fcr
which i dont need.

btw i am a fire sorc. will the 142% bp be godly enuff for me to sacrifice the 1+skil from my spider belt??

List rest of gear please. 86%FHR is sufficient, 142% would be better, but could be an overkill.
