I'm teh noob when it comes to hardware. I've been looking into buying all the parts and building my own computer. But every case I look at, doesn't match all the Motherboards I look at.

Notice the placements of the ports on the case.

And the placement of the ports on the Motherboard

My question is, is the Rear I/O Panel on the case removable or do I HAVE TO find a motherboard that matches the placements?

Both the case and Motherboard are micro ATX. Every case I look at, has the same Rear I/O Panel placement as the one if the pic.

i know that they pop out of the back of the case, and i'm pretty sure motherboards come with their own plates

Each motherboard box should come with at least a couple of those I/O plates. I've built a few dozen pc's and this has never been a problem for me.

a motherboard box comes with 1 i/o plate. just make sure you buy the right harddrive for it. some of the up to date harddrives now use sata, ata and ide pata types.
