For ease-of-use I would say NetObjects Fusion 9.
It's also pretty cheap, $99.00, and it has A LOT of features. Dreamweaver is for serious web developers and has a very steep learning curve.

BTW: WebsitePros has been making the product for a LONG time and was originally designed for the Mac for Mac users, so it's easy as hell to use. I've been using it for 3 years now and I have never needed to read the manual!

yeah i'm actually looking for a free website builder that allows people to pay-pal you(most of them are business websites and require money). for a friend of mine
