Ghostly Text & Advanced Version
1. New document (i used 430 x 130 & i filled with black for tutorial purpose) or open your image.
2. Type your text. ( i used a size of 30)

3. Layer > Rasterize > Layer
4. Image > Rotate Canvas > 90CW
5. Filter > Stylize > Wind

Advanced Ghostly Text
1. New document (i used 430 x 130 & i filled with black for tutorial purpose) or open your image.

3. Layer > Rasterize > Layer
4. Filter > Blur > Radial Blur

5. Filter > Blur > Radial Blur (with same settings)

6. Type your text (this time make the font size just a bit smaller than last time, i used a size of 24) & center as best you can over the blur.
7. Layer > Rasterize > Layer
8. Image > Rotate Canvas > 90CW
9. Filter > Stylize > Wind
