this is a tut for a chrome/tech border...this is my first tut so bare with me
first pic a sig you want to add the border to (or foto) and open it...i will be using this one

1.now first make a new layer, and plac it on top
2.using the pollygon laso tool and the shift button to keep lines stright make a border around the immage ne way you want mine looks like this

3.now that you have your border maped out, go slect>inverse, and fill it with white.
4.now press the button on the botton left cornor of your "layer" pallett, and open blending options and use these setting or mod them to your own likeing but this is a good place to start.

so there are 5 options that arnt used so dont click them, or it will turn out odd, only click thim if your expermenting not following.
so if you followed this you'll have somthing like this now
