Here's the relatively inexpensive windy build I'm going to use for pvp, please comment and criticize

Skills
Arctc Blast: 1
Cyclone Armor: 20
Twister: 20
Tornado: 20
Hurricane: 20
Summon Wolves:1
Oak Sage: The rest

Stats
Str: Enough to wear gear (shouldn't need more than 10)
Dex: Max Block (about 140)
Vit: The rest
Ene: None

Equipment
Head: Um'ed or Shael'ed Shako
Body: Dusk Enigma
Weapon 1: Hoto
Shield 1: Stormshield with -15% req/+15% res
Weapon 2: Cta
Shield 2: Lidless
Belt: Spider
Gloves: Magefists
Boots: Treks
Rings: FCR with str and res
Amulet: Maras
Inventory: Torch, Anni, 9 Ele gcs, 9x 15+ life sc's

Basically with this build I break the 99% fcr point while having max block so I can duel barbs and zons. This build has max resists in Hell along with a 6k+ dmg tornado, 3k dmg Hurricane, and about 4.5k life. Some of the downsides that I ahve noticed is the because of the dex required for max block, I lose a lot of pts into vita and its difficult to fight smiter due lack of good FHR and Sorcs due to slow FCR. I appreciate any comments or suggestions you guys have.
