I said you max Oak Sage last (or twister if you prefer the life boost vs. damage). That means by lvl 80 you should have 10 points in either Oak sage or Twister already, that's not that hard is it? To max the skill u will need lvl 90 which is a drag i agree, but its not like lvling to 99. In any case you can start PvP mid 70s and still excel. Its only better if you do max all skills, but you can do what you like...

No, I don't use skill points from quest rewards, I don't like skill points, what kind of a question is that? :

Dear Lord, Alfzz... Put an Annihilus charm on and play the game. Alternatively, if you really can't be bothered to, use a bot. It shouldn't take you more than a few days to get to lvl 90 from scratch. And if that is too much, then don't level him up more than you want to. But it seems to me to be a very trivial concern, what the character lvl of the build is. Any build will be made better by leveling up, as to at what point the build becomes effective, is a question of individual preference. In this case, IMO, by mid 70s you will already be winning often, if you know how to play...
