From what I know about the game, the +400 damage is Guraneteed to hit pure hp, presuming the attack is successful. I think it isnt based on pdr, but im certain it ignores energy shield. I BELIEVE it is added BEFORE % enhanced damage (wheres + min to max or min/max would be added AFTER), which is VERY valuable. And probably yes, i would most likely go wiht grief, however i am a single player type of person, and as such i cant make one :
