PvM build I did:

Enough str for gear
50-100 Mana points
25-50 Dex
Rest into vitality

- Gear Choices-

Rich:
Hoto (35+)
Enigma (BP or Mage Plate)
+3 Ele skills (FCR mod preffered) amulet

Middle-Class:
Hoto (30-34)/ Eartshifter

-Skills-
1 Point into Arctic Blast
Cyclone Armor- 20
Twister- 20

-Leveling and Skill distribution-

1 to 14:
Tristram on Normal
Put the 1 point into Arctic Blast and then save the points up. Starting at level 12 put the built up points into Cyclone armor.

15 to 24/25:
Depending on how you prefer:
Tombs/Arcane on Normal, then cows until 24, then Ancients.
Tombs/Arcane on Normal, Ancients, then cows until 24.
Chaos runs on Hell (I haven't tried it but it's becoming popular now.)
From levels 13-17 continue to work on Cyclone armor, then at 18 start on Twister until 23. After Twister has been started, work on Tornado.

26 to 45:
Normal Baaling.
Work on Tornado until lvl 30. Then put 1 point into hurricane, just to have. Then, continue to level tornado until it is maxed. It should be maxed at about level 44.

46 to 70:
Nightmare Baaling.
Level up Hurricane until it is the same level as Cyclone armor. Then, switch between putting a point into Cyclone armor and Hurricane, starting with Hurricane.

71 to 99:
Hell baal until about 80-82.
Chaos Sanctuary/ The Pit/ Ancient Tunnels.
Cyclone armor and Hurricane should have been maxed shortly after Nightmare Baal, maybe before. Spend your remaining points into Twister, and then learn grizzly bear for a minor tank if you are caught in a tough spot.


Some interesting information:

-The Pit is located at Tamoe Highlands. Which is beside the Black Marsh.

-Ancient Tunnels is in Lost City. There are very few Cold Immunes in here.

-Tornado's damage is considered Physical, not Magic. So be aware of Physical immunes if your Hurricane is relatively weak still.

-This build is quite tough to level at the beginning due to the lack of offensive spells. However it gets easy to level once on Nightmare and Hell.

-If you want to have a mercenary, I reccomend the Hell A1 merc or Hell A5 merc. The act 1 mercenary can help you hold back the hordes, and the act 5 mercenary can tank quite nicely.

-This build works well with:
-Fire sorceresses
-Concentration barbs (because WW ones will whizz through the enemies and they will come back at you.)
-Zealadins (Paladins that are melee)

-This build doesn't work well with:
-Ice sorceresses
-WW barbs (Whirl Wind)
-Charge Paladins
-Trap assassins (they are meant to lure monsters to their traps and then hide in corners.)
-Hammerdins (Most hammer paladins have enigma and if you don't then you will be forced to either run or die from the monsters they slipped through.)
-Elemental druids (even fire ones)
-Amazons (They are either killing too fast for you to keep up or running away.)
